Mayor Suzanne LaFrance has failed to perform her duties and has violated the law in the process. LaFrance has also sought to aggressively expand mass surveillance technology in Anchorage. She cannot continue to serve as Mayor of this Municipality.
Why are we seeking a recall?
Suzanne LaFrance violated Anchorage Municipal Code (AMC) § 3.102.040, which requires that the Mayor transmit an Annual Surveillance Report to the Assembly by June 1 of each year, which documents the Municipality's use of surveillance technology.
This includes the use of unmanned aircraft systems (UAS) and facial recognition technology. It also required Mayor LaFrance to share how many arrests were made by the Anchorage Police Department using UAS and any instances of unauthorized uses of facial recognition technology.
Mayor LaFrance did not submit the 2024, 2025, or 2026 reports until September 1, 2026. These reports remain unpublished on the Municipality's website as of now. This is violation of the law.
Despite Mayor LaFrance's lack of transparency surrounding her administration's use of surveillance technology, she has consistently sought to expand the Anchorage Police Department's ability to conduct mass surveillance on the residents of the city—despite massive public opposition.
Mayor LaFrance cannot be trusted with the levers of power, especially since she has violated the law surrounding surveillance transparency for years.
